A collaboration between iwi/hapū, Ministry of Justice, New Zealand Police and the Whanganui District Council, Te Puna Hapori is a shared vision of uniting the community to provide better social outcomes.
With a joint commitment of improving whānau wellbeing, any physical builds need to be enablers for a new approach to health and wellbeing, with whānau at the centre of it all.
Recognising that truly putting whānau at the centre of all decision making also comes with an understanding that a Western inspired governance framework and organisational structure simply doesn’t work for us. What we have is a governance model, where each roopu feeds in to and holds equal responsibility for doing their part to empower whānau, with none more important than the other.
Right at the centre we have whānau, our focus in all decisions we make.
Te Pūtake is the origin – of our kaupapa, of our mahi, this is our absolute reason.
This is the operational team who own the development and delivery of mahi in line with parameters set by the other roopu, but most importantly by our whānau.
Te Pupuke are the expansion – expanding on the needs, wants, demands and desires of our whānau and community.

These are the strategic co-governors who decide and monitor our strategic parameters, made up of hapū leaders, Crown agency leads etc.
Te Rapunga are the seekers – those who seek solutions, seek ways to unlock doors, seek for ways to change the system and do what needs doing to dismantle the system that has continuously failed the people and places they represent.
This is our steering group made up of regional leads who oversee the mahi, monitor progress, manage strategic risks and do whatever necessary to deliver conditions locally for success.
Te Whainga are those in pursuit – of putea, of people, of potential, building on what has been done and pursuing those things we need but don’t yet have.
This roopu are representatives from each organisation who have made a commitment to this kaupapa and will be situated onsite.
Te Mauri are a continuation of the vision and mahi done in the establishment and development phases, and will continue to breathe life into the values, vision and mission of Te Puna Hapori once construction is complete.
This roopu has multiple elements and is made up of advisors, risk and quality assurers, and technical experts who provide who quality advice, guidance and undertakings.
Te Hihiri is the energy – moving seamlessly around to wherever they are needed, injecting energy as and when needed to keep everything moving and progressing.
